Dr. Shilpi
Kapur is a trained economist with over 17 years of experience in environment
and natural resource management. Her work focuses on circular economy policy,
ESG practices, and engaging corporates and financial institutions in
sustainable transitions. She has led initiatives in policy research, awareness
building, training and capacity building, and the design of green finance
instruments to promote circular economy.
Shilpi has
worked with multilateral and bilateral organizations, industry stakeholders,
and various arms of the Government of India. She has managed large, multi-team
projects supported by donors such as the UK’s FCDO and Norway’s Ministry of
Foreign Affairs.
Her recent work
includes providing technical support to Government of India on the theme of
circular economy under India’s G20 Presidency, and on green steel transition.
Shilpi also led the work on preparing the Circular Economy Action Plan for the
State of Gujarat and is currently supporting the Gujarat government on the
implementation of the Plan. She has also led projects on sustainable public
procurement and designing and conducting training programs on waste management
and circularity, and sustainable finance. In a recent project, Shilpi co-led
the work on developing a framework including the institutional mechanism and
financial model for establishing a Centre of Excellence on Circularity for
India.
Her research
encompasses multiple sectors, including plastic waste management, used oil
recovery, end-of-life vehicle processing, solar photovoltaic systems, tourism
sustainability, electronic waste, and wastewater treatment. A central theme
throughout her work across these waste management sectors has been the
integration of informal sector workers to enhance their economic opportunities
and improve their livelihoods.
She is an
ANDE-certified Investment Manager and a SEED BDS+ Advisor for eco-inclusive
enterprises. She holds a PhD in Economics from Washington University in St.
Louis in USA and Master’s and Bachelor’s degrees from Delhi University. Prior
to EMC, she was a Senior Fellow at TERI.
